持“中国绿卡”人员在生活方面有何待遇？

在子女就学方面，《办法》规定，“随迁子女义务教育阶段入学，符合条件的，可享受相关政策，由其居住地教育行政部门按照就近入学的原则办理入、转学手续，不收取国家规定以外的费用”。这是首次在国家层面明确了持“绿卡”人员的子女可在居住地接受义务教育，享受本地居民待遇。鉴于我国高等教育阶段针对外国学生的入学要求更适用于外籍人才子女，因此仍按现行政策执行。

In terms of children’s education, the <Measures> explicates If the children of a migrant are enrolled at the compulsory education stage and meet the conditions, they can enjoy relevant policies. The administrative department of education of the place where they live shall handle the procedures for admission and transfer according to the principle of nearby enrollment and shall not charge fees except those prescribed by the government.

对于参加社保，《办法》明确，可以“绿卡”作为有效身份凭证办理社会保险参保手续。同时，体现“国民待遇”原则，明确在境内居住而未就业的“绿卡”持有者，符合相关要求的，也可以参加我国城镇居民基本医疗和城镇居民社会养老保险，享受社会保险待遇。

In terms of social insurance, it points out “green card” "Green card" can be used as a valid proof of identity for social insurance procedures. Meanwhile, to reflect "national treatment" principle, green card holders who live in China but haven’t employed by any company, can also join our country town dweller basic medical treatment and town dweller society endowment insurance, enjoy social insurance treatment.

《办法》规定，“可按照《住房公积金管理条例》等规定，在工作地缴存和使用住房公积金，离开该地区时，可按规定办理住房公积金的提取或转移手续”，即持“绿卡”人员在住房公积金方面与中国公民享有同等待遇。

It stipulates green card holders can contribute and use the housing fund in the workplace, and doing transferring after they leave the district. That is to say, green card holders enjoy equal treatment with Chinese citizens in housing provident fund.

《办法》还规定，持“绿卡”外国人在缴纳所得税、办理金融业务、进行国内商旅消费、申请机动车驾驶证等方面都享受中国公民同等待遇。

It also points out that green card holders enjoy the same treatment as Chinese citizens in paying income tax, handling financial business, conducting domestic business travel and applying for motor vehicle driving licenses.
